Initially a product of the creativity and activism of a small group of King Hall students, called the Advocates for the Rights of Children (ARC), the Journal has evolved into a vigorous organization committed to providing practical and timely information about current juvenile, family, and educational law issues. The goal of the Journal is to provide a forum for discussion and to encourage community awareness and involvement in issues that affect children. The Journal includes a rich and unique collection of legal and policy-oriented articles. In addition to articles, the Journal offers a unique children's section. In this section, focus is on children's issues from their perspective-through poems, drawings, interviews, games, and creative writing. Previously, the Journal presented a series of children's drawings in which they expressed their reactions to personal domestic violence experiences. The feature was accompanied by an article critiquing the legal system's treatment of domestic violence and the children who must suffer through it. Other issues addressed in the past have included analyses of welfare reform, outcome-based education, the ethical responsibilities of children's attorneys, recent judicial custody decisions, stepchildren and inheritance rights, and the Indian Child Welfare Act, among others.

The journal places a decided emphasis on applicability of the research and writing to the fields of juvenile justice and youth and school violence prevention. It particularly encourages the publication of program evaluations, policy analyses, empirical research, and practical, theoretical, legal, and qualitative analyses.
